Omsorgsbygg (PAPIRUS Partner from Oslo) has launched a new public procurement of innovative solutions within the PAPIRUS project trying to put to use all the experiences from the prior PAPIRUS procurements.
The tender is for supply of windows and insulation for three kindergartens that are undergoing renovation. – We are using the information we got from the market event and the one-to-one meetings, says technical coordinator in Omsorgsbygg Flemming Idsøe.
The windows will be evaluated on life cycle cost (LCC) and CO2 emissions. – Changing the windows will make the buildings use less energy at the same time we want to make sure we choose products with low needs of maintenance and a small impact on the environment. Environmental product declarations (EPDs) will be used to compare the global warming potential of the different offers. In addition we are using a LCC-calculator to evaluate the price of the product through its full life cycle. Omsorgsbygg is a public building owner and we are responsible for maintaining the buildings. We need to focus on the total price for the window not the purchased price only. The price should include the maintenance need and the lifetime of the product, says Idsøe.
The insulation need to fulfill some minimum demands and will be evaluated on purchase price and CO2emissions. – In these refurbishment projects it made sense to preserve the existing stud walls giving us less flexibility in the choice of insulation. It needs to fit the existing construction, says Idsøe.
The tender deadline is 20th of June and Omsorgsbygg is planning a tender conference to help the bidders provide the necessary information.
