Public procurement is an important tool in the EU public policy. In fact, 14% of the EU gross domestic product (GDP) is spent on the purchase of products and services by public authorities. One of the key features of the EU economy is also the stimulation of innovation by public authorities in order to accelerate the development and common availability of innovation on the market. This approach has lead to the development of a new method of public procurement focused on buying innovative products and services - Public Procurement of Innovation (PPI). This policy aims to increase and popularize innovative products and services as well as to use their advantages to implement public bodies’ responsibilities more effectively.
PAPIRUS project (Public Administration Procurement Innovation to Reach Ultimate Sustainability) is a pilot initiative in the field of PPI funded by the European Union Entrepreneurship and Innovation Programme. The main ambition of PAPIRUS was the introduction of a new public procurement process that focused on obtaining nearly zero energy materials for the repair and construction of buildings The buildings included in the procurement process were located in four countries: Germany, Italy, Norway and Spain.
One of the project activities is rising awareness and training public officials on PPI implementation. Therefore, an e-learning course has been elaborated in the framework of PAPIRUS. This online training is dedicated for all Public Procurers across Europe interested in procuring innovation and want to learn from the PAPIRUS experience about the principles on which these kind of public procurements are based. The course includes the explanation of public procurement of innovation, the benefits it brings, implementation rules and steps as well as lessons learned from the PAPIRUS project. Therefore, this course is not only a theoretical description of guidelines but also practical set of tips which may be useful for future followers.
