One of the most characterizing aspects of the Papirus project is the JCBET, Joint Cross-Border Evaluation Team (JCBET), the International Commission which has completed in June 2015 the evaluation of the technical bids submitted by participating contractors.

Papirus has given the opportunity to the European Public Authorities involved in the project (KF Omsorgsbygg Oslo (Norway), Enzkreis (Germany), Sestao Berri 2010 SA (Spain), ATC's Central Piedmont (Italy) to hold four coordinated public procurements with the aim to satisfy the needs of each administration in terms of innovative technologies applied to construction.

The contracts were awarded on the basis of the most economically advantageous tender. Due to the various national laws it has not been possible to have one common platform of tender, so two supply contracts with installation, a single supply contract and a works contract were announced.

However, despite this, the tenders were all focused on the acquisition of similar innovative solutions (opaque envelope with reduced thickness and reduced energy losses, windows with reduced energy losses in winter and solar gains in summer, light weight prefabricated internal partition with low specific CO2 emissions, attic insulation with high efficiency and optimized thickness). The four partners jointly drawn up as well a set of criteria for joint assessments, especially designed to reward the more energy efficient.

To better coordinate and to facilitate the work of the evaluation commission of the technical offers, the four contracts have been assigned the same weight to the technical offers (70 points) and financial offers (30 points).

Since the contract was awarded liaising with different European contracting entities and the technical offers had to be examined by the Joint Cross-Border Evaluation Team (JCBET), bids could be submitted in both the national language and English.

The official language of the contracts was that national; the working language during the JCBET meetings was English.

The four contracting authorities have assumed responsibility for the translation into English of the tenders submitted in the national language, with exemption from liability for any translation errors. All the bids were presented in national languages.

The JCBET was composed of seven members, five of whom-with voice and vote rights (full rights), and two more with only voice right.

Members with full rights were designated by each procuring entity of the consortium PAPIRUS, plus one member designated by Tecnalia, the coordinator of the project. All the members of the JCBET had to be experts in the different technologies to buy, and had to be the same to participate in the JCBET of the four coordinated contracts.

The President was nominated by the awarding authority among the members with full rights.

The two members with only voice right nominated by every single partner were a technical expert acting as advisor for the JCBET on technical matters related to the solutions to be implemented at the pilot site, and a legal expert with the function to provide legal advice to the JCBET according with the national Laws.

The sessions for the evaluation of the technical bids were held in house for all the Countries where the national legislation (Spain and Italy) required to perform the envelope opening locally, and in Spain for the countries where no requirement for opening the tender envelopes within the Public Procures premises were binding (Germany and Norway).
