Omsorgsbygg (PAPIRUS Partner from Oslo) has launched a new public procurement of innovative solutions within the PAPIRUS project trying to put to use all the experiences from the prior PAPIRUS procurements.
The tender is for supply of windows and insulation for three kindergartens that are undergoing renovation. – We are using the information we got from the market event and the one-to-one meetings, says technical coordinator in Omsorgsbygg Flemming Idsøe.

The technological validation of the new solutions is being carried out by Tecnalia by specifically designed campaigns in each of the pilot cases of the PAPIRUS project.
Through this validation it will be checked whether the new solutions implemented in the buildings perform as they were expected. The performance of technologies will be tested and compared with the expected performance set in the procurement specifications.
Technological validation in Mühlacker and Rivalta will establish the objectives, the variables to be measured, data gathering and the required post process to demonstrate the procured innovative solutions’ performance under building real operation conditions.

Local air pollution is a severe problem in many cities around the world. On cold days the dust and emissions from traffic and other activities puts a lid on Oslo and makes the air quality so poor that people with asthma or other respiratory problems are advised to stay inside. Traffic is the main source for local air pollution. In Oslo 24 percent of the emissions from traffic comes from construction machinery. In addition to that buildings sites today are to a large extent heated up by burning fossil fuels like diesel, contributing to the local emissions.
Analyzing the market
Omsorgsbygg is a public building owner, owned by the city of Oslo, and a partner in the PAPIRUS project. – When we prepared the PAIPRUS tender we invited the market to give feedback before we launched the tender. This was a new experience for us and we have used that approach in tender processes later on, however our first experience was through the PAPIRUS project, says project manager in Omsorgsbygg Lene Lad Johansen.
In March 2016 Omsorgsbygg and Bellona organized a dialogue conference to address the topic fossil free construction sites, inviting suppliers that provided; heating and drying solutions, construction machinery and means of transport to and from the building sites. The event was organized in cooperation with the national program for supplier development.The program is a driver and facilitator for increasing state and municipality's ability to implement innovative public procurement.
