About a hundred representatives of the public administration attended the seminar held the 8th of April in Bilbao on New Models of Public Procurement: Green Public Procurement and Public Procurement of Innovation, organized by TECNALIA, the Basque Government’s Department of Environment and Territorial Policy of, and Sestao Berri, in the framework of the PAPIRUS project.
The objective of this seminar was to present lessons learned from the PAPIRUS project in the implementation of the PAPIRUS tenders, as well as updates of the new European Directives on Green Public Procurement and Public Procurement of Innovation. The seminar included the presentation of the Spanish new Guide 2. 0 for Public Procurement of Innovation publish by the Spanish Ministry of Economy and Competitiveness.
The institutional opening of the seminar was conducted by Ihobe’s General Director, the deputy minister of housing for the Basque Government and the Mayor of Sestao. It was stressed the importance of Public Procurement as a policy instrument to support sustainability and innovation, due to the key role of the Public Administration

PAPIRUS Lessons learned

A free seminar on New Models of Public Procurement: Public Green Procurement and Public Procurement of Innovation will be held in Bilbao on 8th April 2016. During the seminar experts from Ihobe, MINECO, University of Vigo, Sestaoberri and TECNALIA, will share their experiences on these two new procurement strategies.
Public procurement is a political strategy instrument contributing to implement environmental policies, social integration and innovation developed through the new European directives on public procurement procedures. The seminar will be a good opportunity to learn about new European directives regarding Green Public Procurement and Public Procurement of Innovation and their implementation in practical cases as the one developed in the framework of the PAPIRUS project.
The seminar includes the presentation of the new Guide 2. 0 for the Public Procurement of Innovation with updates of the new Directive 2014/24/EU The lessons learned from the PAPIRUS project which aims to promote, implement and validate innovative solutions allowing the Administration to achieve a sustainable construction will also be displayed. The seminar is dedicated for both legal and technical staff of the procurement and contracting areas of public entities.
